Where it comes from
David Hawkins was a psychiatrist who wrote Power vs. Force in 1995. He proposed a scale of emotional states that runs from shame, guilt and apathy through courage and acceptance to love, joy and peace.
His method for placing things on the scale, applied kinesiology, is not recognized by mainstream science, and we do not use it or vouch for it.
How we use it
What we keep is the language. It is easier to say where you are when you have words for it. Saying "I want to feel better" is vague. Saying "I live in fear and I want to be able to be willing" gives you a direction.
We hold the map loosely. If it helps you, use it. If it does not, leave it.
